Key Principles of Ohio’s Early Childhood Development System
Ohio is poised to discuss what an integrated early childhood system consists of beginning with key principles.
  This principles are adapted from “Giving Children A Chance: Strategies for Implementing Ohio’s School Readiness Agenda”, the implementation guide that was released in July 2007 and developed from the work of the School Readiness Solutions Group. Ohio’s early childhood system will:

  • Focus on preventative supports for families during the pre-natal period.

  • Address all aspects of children’s development and respond to children’s diverse cultures and languages.

  • Be accessible to all families, and responsive to their choices.

  • Have clear, statewide expectations regarding children’s success.

  • Be accountable for ensuring that it is operationally and financially responsible and sustainable.

  • Function as a cohesive, interconnected system that ensures collaboration among state and local programs and agencies.

  • Guarantee that adults who work with children and their families have the knowledge and skills to be effective.

  •  Develop and adapt over time to ensure optimum results.

Key Elements of Ohio’s Early Childhood Development System
Ohio will utilize the expertise, work and planning that has occurred in Ohio, including the School Readiness Solutions Group, the Strategic Framework Planning Process and the State Early Childhood Comprehensive Systems Planning, Build Ohio and the Governor’s Early Childhood Transition Workgroup.
 

Ohio’s definition will build upon the national model created by the Early Childhood Systems Workgroup and adopted by the Build National Initiative.

Core Elements of an Early Childhood Development System

Ohio's Early Childhood Development System is comprised of the following elements.

Governance
Ohio’s governance and administrative structures have the authority and responsibility to oversee, implement and coordinate state-funded or state-administered early childhood programs and services for children and their families.

Services
High quality, family-centered programs and supports are available, acceptable, accessible and affordable within communities.

 

Quality Standards
Early childhood development standards for all professionals, programs and services promote the optimal development and learning of young children.

 

Accountability (data and evaluation)
Ohio’s early childhood development accountability system collects child and program data needed to inform policy, assess program effectiveness, insure investments are used wisely, enhance professional practices, and link to other data systems and evaluation efforts (e.g., K-12, Medicaid).

 

Financing
Ohio’s financing system provides stable funding that is sufficient to support and sustain services and quality enhancements required for an effective, coherent, equitable early childhood development system.
 

 

Communications
Families and communities have access to information regarding the services and supports available to promote the healthy development of children and families.

 

Regulation
Ohio’s regulations for early childhood development programs and professionals promote the protection and healthy development of young children.

 

Professional Development
Ohio’s early childhood development professionals access professional development opportunities and ongoing supports that build their knowledge, competencies and skills for supporting expectant mothers, children and families
