Early Childhood Development Subcommittee of the State Board of Education

 

Purpose

To analyze the policy implications of the expanded role of the State Board of Education and the Department of Education for implementing programs and services offered to expectant mothers and children, birth through kindergarten entry, and assist in the creation of a state linked system that will assure the comprehensive services such as family support, health, behavioral health and nutrition and special education and early intervention services are available for school readiness and success.

 

Duration

September 2010 – June 2011.  The State Board of Education will assess the accomplishments and scope of work on an annual basis as a part of their State Board strategic planning.

 

Membership

The State Board of Education will appoint up to 9 members of the Board to participate on the subcommittee.  The subcommittee will be chaired by a Board member selected by the State Board President.  Two members of the Early Childhood Advisory Council (ECAC), selected by the Appointments Committee, will serve as ex-officio members.  The chairperson of the ECAC will submit up to 6 nominations (bio and questionnaire) to the appropriate ODE staff.

 

Charge of State Board of Education Early Childhood Subcommittee

  • Recommend the most effective way to engage the board on developing a shared understanding of the elements of Ohio’s Early Childhood Development system and the programs and services to be transferred to the department;
  • Recommend the best way to update key stakeholders on the work of the subcommittee and receive input from the broader early childhood community;
  • Recommend the policies that need to be revised or created to endure an integrated and seamless system prenatal to grade 12;
  • Recommend the strategic investments necessary to ensure financial resources are in place to support school readiness for all Ohio’s children prenatal to kindergarten entry; and,
  • Recommend the metrics needed to determine that a results driven early childhood development system is being implemented and accomplishing the desired results for children and families.

In addition to these questions others may be identified by the State Board of Education leadership and/or other members.
