Early Childhood Comprehensive Systems
The Early Childhood Comprehensive Systems (ECCS)
grant from the U.S. Department of Health and Human Services supports
states in building early childhood systems that support families and
communities in their development of children that are healthy and
ready to learn at school entry.
It targets five critical components: access to comprehensive
health services and medical homes; social-emotional development and
mental health of young children; early care and education; parenting
education; and family support. Ohio's ECCS grant has supported
various system-building activities, such as facilitation of the Part
C/Early Intervention Workgroup, the development of Guiding Young
Children's Behavior through Supporting Social and Emotional
Development, a resource for early childhood professionals, and work
of the Early Childhood Cabinet.
Collective Bargaining
On February 1, 2008 an Executive Order was signed
establishing collective bargaining for child care home providers.
Since the
collective bargaining for child care home providers was established,
there is now a Collective Bargaining Agreement Between AFSCME Ohio
Council 8, AFL-CIO and the State of Ohio. Click

Step Up To Quality Review
As a result of the
Early Childhood
Finance Workgroup recommendations
(see
finance document
here), a cross section
of persons involved in early childhood development will be reviewing Ohio’s
quality rating system.
Part of the review process includes
understanding and perhaps learning what is happening in other states with
their quality rating systems.

Federal Home
Visiting Application
The Ohio Department of Health
(ODH), as the designated lead agency for the Maternal, Infant and Early
Childhood Home Visiting Program, in partnership with the Ohio Head Start
Collaboration Office, CAPTA/Child Welfare/Ohio Department of Job and
Family Services, and the Ohio Department of Alcohol and Drug Addiction
Services proposes to enhance Ohio’s early childhood system for pregnant
women, children birth to age eight,
and families
by strengthening our home visiting system for communities at risk
for poor health,
developmental and social outcomes.
